Executive Office of the President:
Topic: What science and technology can, could and should do to assist the Government in dealing with
known and future threats to our nation. What we are trying to do to deal with the different plans directed at some aspects of homeland security from IED,s and WMD's to response and recovery to hospital surge
and each contains RDT&E requirements that are often interconnected , interdependent and asynchronous in our ability to develop, field and make commercially acceptable.
09:30 - 10:30 Speaker: Charles Schnabolk: President: The Security Design Group
Topic: Charlie has over 3 decades of experience in the Security Technology sector having designed
protection systems for some of the most complex facilities in the nation, including a controversial study
he prepared for the Port Authority of NY & NJ as a member of the nation's first anti-terrorism task force in
1985. That report predicted the 1st terrorist attack on American soil by foreigners that occurred in the garage area in 1993 and the probability of the 9/11 event.
A confidentiality agreement remained in force while the P.A. fought release of the report in several court actions for over 22 years. A court decision in 2006 now allows Charlie to discuss that secret report for
the first time at the IACSP seminar.

11:00 - 12:00 Speaker Mike Cutler: A retired special agent of the Immigration and Naturalization Service
Topic: Mike is a frequent guest on national television and radio shows. He has testified on the subject of
illegal immigration many times before congress and he has testifed in court on the same subject as an expert witness. He will discuss the relationship of our current problems with illegal immigration with our
concerns for possible acts of terrorism in the US.

01:00 - 02:00 Speaker: Colonel Raanan Tal (Ret) A director of the Institute of Terrorism Research
and Response, retired after serving 25 years in the Jerusalem Police Department, Commander of the Jerusalem intelligence and undercover units and the head of the Rapid Response Unit.
As Precinct Commander, Colonel Tal contained some of the fiercest rioting in the Old City of Jerusalem.
Topic: Mr. Tal's presentation will address his experiences with managing intelligence programs that
utilize human intelligence and the use of informants in fighting terrorism. Mr. Tal will utilize real life case
studies that deal with successes and best practices in the use of HUMINT in the war on terror as well as the criminal activity. In addition, Mr. Tal will present an overview of Terrorism,Trends and Forecasts
throughout the world based on the activities of the Targeted Actionable Monitoring Center.
02:00 - 03:00 Speaker: Aaron Richman: Executive Director of the Institute of Terrorism Research and Response, Commander of Israel Jerusalem Police Force
Topic: Richman's presentation will address Adversarial Targeting. In order to effectively interdict
adversarial planning at the earlier phases of an attack, law enforcement and the private security field need
to understand the various planning and logistical aspects of an attack. The presentation will deal with the way the adversary seeks out to attack a target and why phases must be accomplished by the adversary
to be successful. Early interdiction within the adversarial planning phase, will prevent successful attack on the asset being protected.

03:30 - 04:30 Speaker: Thomas M. Hodgson: Sheriff Bristol County, Massachusetts
Topic: Domestic Terrorism, the hidden threat. The Sheriff will provide insight into his deployment to the
World Trade Center. Pictures showing the conditions and the challenges that were encountered on that deployment will be shared with the attendees. In addition the Sheriff will share the latest threats including
MS-13, and the various hate groups that law enforcement officials are facing on a daily basis.
1 CEU will be offered for ASIS certification for CPP Course.
